Old town cultural tour has drawn attention from academic world and local government due to its broad range of knowledge, profound experiences and its significant role in cultural protection & heritage, image shaping & communication. This paper started from the key elements of old town cultural tour, constructed a framework for the planning of old town cultural tour under the multi-dimensional and integrated perspective " region-culture-experiences ", as well as strategy analysis and empirical research based on the summary and analysis of the research progress, conceptual connotation, relevant theories and local practices of old town cultural tour.The planning of old town cultural tour under the integrated perspective of " region-culture-experience" has to satisfy the psychological need of tourists about their thirst for " knowledge, innovation, difference and joy ", and also to provide tourists with rich cultural atmosphere and lingering travel experiences. Meanwhile, the structure of regional cultural tour space and keys to the development of old town tour shall be confirmed from the perspective of regional joint development. Therefore, regionally speaking, the cultural themes and experience themes shall be harmonious and unified, the traffic shall be optimized, and a mechanism of joint development shall be established; culturally speaking, a travel environment that highlights local cultural connotations shall be created that conveys cultural information and reflects the real life in the old town; experiencingly speaking, those parts that are able to offer experiences in old town culture shall be flexibly developed, and design places and build atmospheres for experiences, organically integrating old town culture with tourism products.Zhouling Old Town shows excellent potentiality in tourism development with its unique history and cultural connotation. Based on the cultural tour background and integrated condition analysis of the old town, and the multi-dimensional integrated perspective of "region-culture-experience ", this paper carried out an empirical analysis on the planning of the cultural tour of Zhouling Old Town. First, it studied the general strategy of the integrated development of Zhouling Old Town cultural tour, and confirmed the image of "the charisma of Zhou and Han dynasties and the charm of China", and then planned the design of relevant tourism products and tourist routes from the perspective regionally, culturally and experiencingly, which are all effective measures to improve the core competitiveness and attraction of Zhouling Old Town cultural tour.
