With the occurence of Malaysia Airlines Flight MH370 lost in 2014, safety of aviation has been pushed to hot topic once again. According to the operation of the air traffic control in China, resolving flight conflicts is the main way to improve the safety of air transportantion.The paper begins from the flight conflict and combs the process of actual Air Traffic Control. Then collecting and organizing information about classification of conflicts, conflict detection and conflict resolution in practical Air Traffic Control by means of research and discussion. Finally the paper construcates a model which is based on decision tree and includes classification of conflicts, conflict detection and conflict resolution. At the same time, by combing with flight plan, the paper consturcates a aircraft trajectory prediction model based on BADA(Base of Aircraft data, a mature flight performance model which is developed by Europe Control) to verify the conflict detection and resolution model.At the stage of model verifying, the paper verifys the models in Area Control and Terminal Control according to operation scope. Then the paper selects one of the typical route A593 and Shanghai Terminal Control as a background of simulation and extracts flight plan from the actual flight plan to be simulation data. And the paper uses MySQL database and JADE(Java Agent Develoption framework) to finish the simulation. Then the paper chooses JAVA to develop conflict detection and resolution simulation system of two aircafts in Area Control and sequencing of arriving aircraft in Terminal, and realizes the simulation interface display by the graphic display software ArcGIS.Finally, the paper respectively realizes the model of conflict detection and resolution simulation system of two aircafts in Area Control and sequencing of arriving aircraft in Terminal and verifies the correctness of the model which is based on the operation of Air Traffic Control and provides reference for conflict detection and resolution in future.
