With rapid growth of the civil aviation transportation demand and development of low altitude airspace and deregulation of relevant policy approval, general aviation in China is in a rapid development momentum. FBO(Fixed Base Operator) is an important ground infrastructure in supporting business aviation and general aviation's operation, which is still in the initial stage of development in China and needs to form a set of systemic planning and design theory and methodology through a series of research.First of all, development pattern of city's business and general aviation facilities is analyzed combining with existing business aviation infrastructure construction mode. Second,with the actual conditions and characteristics of our country FBO' planning, combined forecasting method integrating unary linear regression model and exponential smoothing model and grey model prediction method is put foward, which can better predict annual aircraft movements required by FBO planning. On this basis, prediction methods of the peak hour flights and the number of aircraft stands are defined. Third, FBO airside facilities' planning and design methods are systematically researched. Analysis of the FBO location principles and approaches to determine the spatial layout of runway, taxiway, apron, and stands system. The helipad, repair facilities MRO, hangar, fuel supply and other ancillary facilities design methods are analyzed and elaborated. At last, the paper analyzes the service function, operation control, process design, function area layout and traffic organization method in the FBO terminal area. Through the above research FBO planning framework and design methods of the system are basically developed.
