The aircraft's takeoff is a very complicated process,involving the airline,airport,ATC,fuel and so on multiple systems. Each system has different tasks,these tasks influence each other,need all work closely together to complete. Each system has its own decision making and management mode of the system,the exchange of information between little.Civil aviation transportation system to a region for transporting personnel and supplies,such as in post-disaster delivery of relief supplies,need rapid implementation. This paper studies the transport system in the system in the context of this decision. Because decision-making activity involves many assume different tasks of decision making units and decision,this paper introduces the coordination mechanism,so that each system to create a collaborative environment, increase the decision-making in the system required for the exchange of information, so that the various departments take part in aircraft takeoff decision,implementation of collaborative decision making,thus makes the decision process optimized. This collaborative decision making mechanism can also be used for daily flights between various systems,increase the information required to decrease because of the lack of communication and interaction,the waste of time and resources,and improve the operation and management efficiency,better guarantee the flight operation.The first chapter introduces the research background and significance. The second chapter introduces the collaborative work and concurrency control. The third chapter introduced the color modeling method, and the object oriented modeling methods are compared. After given the role modeling process and model of the formal description. This article also summarizes the role model in collaborative process concurrency control problem,and solves the problem of conflicts. The fourth chapter according to the synergistic role characteristics, introduces the collaborative decision making framework, and from the implementation of collaborative decision making mechanism,determine the key task,each role coordination and decision making in conflict resolution in four aspects of optimization.Fifth introduced the system design and implementation of the decision system. The final chapter of the paper carries on the summary,and put forward the following work.
