Air traffic management system is the core of the system to ensure the safety and efficiency of civil aviation. In recent years, however, the rapid increase of the airspace flow, and natural disasters' frequent occurring, brought great pressure to ATC security work also fully exposed the fragility of the security system. Therefore, we need to establish the sustainable evaluation model of the guarantee system of air traffic to assess and identify weak links in the system.In view of the weak link of network, expansion planning can improve the reliability of the whole security system and business sustainability, weaken the destructive force from the natural disasters to the civil aviation transportation industry.In this paper, by analyzing the operation of the civil aviation security equipment, on the basis of the route network,we construct the network topology model of civil aviation security system.considering the route flow as weight,we construct the weighted network model of the security equipment system. For the first time, the papper proposes equipment safeguard important concepts to depict the relationship between the equipment safeguard weight and flow weight, providing theoretical basis for radar/VHF location planning. Through analyzing the characteristic parameters of complex network theory and key nodes' research methods, the node efficiency is put forward for the first time as a research way,fusing important degree matrix. According to the actual physical situation( such as considering navigation capacity), from two angle of network structure and network function, the civil aviation security equipment network of sustainability assessment model is constructed. Using the Mathematica software, based southwest area as the research object, the papper do the sustainability assessment simulation of equipment network, to determine the system's weak link. Then considering the equipment costs, covered angle, and network security ability of balanced factors,the article builds the equipment location optimization model, in order to improve the reliability and business sustainability of civil aviation security system, and provide the theoretical basis on the reasonable extension of network planning for civil aviation security equipment. Finally, the article make a brief summary of work, and make the outlook for the future research.
