Meanwhile, the ability of the model through the development of the questionnaire, factor in the airline 's ability to protect the safe operation of the measurement, and the use of structural equation modeling software AMOS17.0 to model the relationship between the ability of each factor analyzed to determine the extent of the impact, the results analysis shows that the potential ability to protect the safe operation of the formation of airline capacity has a significant positive effect,in which safety research, safety investment, safety culture and safety regulatory standards to protect the safe operation of airline capacity have important effect, followed by the safety technology, education and training, safety information and facilities; guarantee the safe operation of the airline 's ability to reflect the reality in the actual work capacity, according to the order of importance, risk management support ability, operational control support ability,organization and management ability, aircraft maintenance guarantee ability; model assumptions H1 ~ H12 have been validated, show that the real capacity of the potential ability of a strong path dependence, each path is a way to improve the ability of reality.
