With the development of economy, our country's highway construction has obtained the development and progresses by leaps and bounds, but at the same time it also brought increasingly severe environmental problems. So it has important strategic significance that launch highway construction project about environmental impact assessment for highway construction and the social, economic and environmental benefits coordination, promoting the sustainable development of highway transportation enterprise.Based on the analysis and summary of predecessors' research results, we research the highway construction project environmental impact comprehensive evaluation method and its application and proposed highway construction project environmental impact comprehensive evaluation method based on fuzzy matter-element, which provides a new way for the synthetic evaluation of highway construction project environmental impact. The work and results Paper mainly researched are as follows:1) Highway construction project have a great influence on surface water environment, environment air, social environment, ecological environment, sound environment, and landscape environment. The paper analyze the relationship between them which laid a foundation for the environmental influence comprehensive evaluation of highway construction project.2)Evaluation factors on the environmental impact of highway construction projects is different, the paper is based on the expert consultation method and gray correlation analysis method, the concrete highway construction project environmental impact evaluation index is selected, and the highway construction project environmental impact assessment system is established.3)From the view of system and system theory, the concept of environmental carrying capacity and environmental carrying capacity of the highway system is put forward based on the theory of environmental bearing capacity.4) Considering the fuzzy and variable characteristics of highway environmental impact, the environmental impact of highway construction project is divided into three different levels, then the membership value of the environmental impact and the different levels are calculated. Based on multi-level fuzzy recognition theory and analytic hierarchy process, a typical model of the comprehensive evaluation of highway project environmental impact is established.5) According to the actual situation of S201 highway in Tibet plateau Ranwu to Chayu section in the construction of the comprehensive evaluation, the index system of highway construction project environmental impact assessment is established by using the method of comprehensive evaluation, and then the attribute values of different indexes are calculated and the standard values of three different levels of index system are obtained, the section of highway construction on environment was evaluated.
