Historic conservation area is the middle level in conservation system, which plays an important role in the historic city conservation planning. In recent years, frequent natural and man-made disasters are causing more serious and irreversible damage to the city area, especially to the historic urban area and the historic conservation area. Facing disaster, historic conservation area are mainly facing not the protection, but the preserving. Therefore, disaster prevention and reduction work should be the premise of historical and cultural protection work. This paper focuses on fire and earthquake disaster research, which mostly often suffers the historic conservation area. The disaster prevention work of the historic conservation area should be carried out in the way of "transformation". The difficulty lies in the conflict between the transformation and the protection, and this paper attempts to find the balance point between them.In the second chapter, this paper analyzes the characteristics of historic conservation area in the view of the disaster, and sorts the fire and earthquake mechanism(including disaster causes and disaster reason) of historic conservation area, and then, implement the the key factors of fire and earthquake mechanism to the area level, the building level and the infrastructure level. Then according to the site investigation of some historic conservation areas in Nanjing, it concluded the decisive influence factor on fire and earthquake mechanism, verifying the key nodes in disaster mechanism.From the third chapter it enters to the core chapters. According to the key nodes of the disaster mechanism concluded in chapter two, it screens out the risk factors, and builds a risk assessment system. Then according to the experience, existing laws and regulations, and similar indicators contrast, it concluded out the risk factor scoring criteria. Finally, the weight of risk factors for fire and earthquake is obtained by using Delphi method. According to the weight, the main direction of transformation can be determined.In the fourth chapter, according to the key factors in the second chapter and the risk factors identified in the third chapter, transformation strategies and recommendations for fire and earthquake are given respectively from the district level, construction level and infrastructure level. And then different transformation measures for various protection level buildings are proposed.In the fifth chapter, fire and earthquake disaster risk assessment for a region in Nanjing Meiyuan New Village are made, and the strategies and measures are given in three spatial levels, verifing the conclusion in chapter four.The last part is the conclusion, which summarizes the research results and deficiencies, as well as the follow-up research prospects.
