The twenty-first century, China develops faster and faster and the development of civil aviation industry is also very rapid. In the face of continuous growing of a large number of flight traffic, the development of China's route network has lagged behind the growing demand of air transportation.This research which is supported by on the Civil Aviation Security-building Project,firstly studied the operation situation of air traffic network by using C# language and ACCESS in order to analyze the structure and air traffic flow of ATN and developing the "route network traffic analysis software" to obtain national route flights of each flight sections,and use ArcGIS to visualize the operation situation of ATN as well as to use Grey Verhulst Neural Network Model-Based to forecast the regional airspace flow.On the other hand, exploring the evaluation factors of route network efficiency,analyzing the operating conditions of the route intersection, and sorting out the relationship between the average number of collisions and the intersection between the variables. Based on this, it can be obtained by numerical analysis that the number of enroute intersections will greatly influence flight conflicts; the change of the crossing angle also has the function relationship with the conflicts; at crossing points, the difference of the flow speed between two flows has different influence about the number of conflicts.At the same time, a new route network optimization methods is proposed, whose are double one-way and double two-way, assesses the each of the two models capacity, and explores the inherent relations between the enroute capacity and number of routes crossings.At last, according to the intersection configuration and the double one-way route planning model, optimize the enroute A461, in order to reduce the congestion and make the enroute work efficiently.
