The plans of hydropower in the implementation process,due to uncertainty of load demand and inflow, actual operation of the process will be adjusted to adapt to new condition. However, with the installation of new turbines and hydropower plants and the multiple targets of the manager, existing optimization algorithms involves large amount of data and calculation, the design of is limited and the quality od solutions is difficult to ensure. So a new way of making a new plan which meets the demands of managers on the base of old plan quickly that named adjustment consultation is important for the manager of hydropower and optimal operation for large-scale hydropower.In this paper, comboining the demands of adjustment consultation system and considering the practicability and versatility of model, the main work is as follows:Building improvement topology of hydropower. We use forest structure to describe the topology of hydropower which is adapt to the number change of hydropower.Model of layered design. Because of the lager number of objects and the difference of time scale, we divid the model into hydropower station, cascade hydropower stations and whole-valley, each part will be designed to single-period and multi-period adjustment. The way of design make the structure of the model clear, what's more, it is easy to the understanding of model and the algorithm implementation and maintenance.The determination of distribution. Through the research on absorbing the adjustment with minimum water consumption and distribution based on storage rate in this paper, we find out the truth that in the face to large-scale hydropower optimization algorithm involves large amount, spends a lot of time in calculation and has big changes in plan. What's more, we also find the way that distribute adjustment directly is faster and easy to control the change of plan. Finally, the model based on load distribution is put forward and used to the system of adjustment consultation to meet the requirement of system.
