Controlled waterways are some special reaches in upper Yangtze River that ships with poor vision can only pass through one by one in one direction under the traffic command of signal station. Most of signal stations have installed controlled waterway intelligent traffic command system(ITCS) which can assist with monitoring ship's movement, commanding ships trough controlled waterway and recording traffic journal and so on. However, waterway administrative department cannot efficiently manager signal station in a digital way and monitor and command ships yet in case of emergency. A remote monitor and command system urgently needed to reinforce management of waterway administrative department to signal station and controlled waterway. It is also beneficial to establish an efficient and digitized management system.In this dissertation, according to the demand of waterway administrative department, remote monitoring and commanding are explored base on the ITCS. Automatic Identification System(AIS), video monitor, VHF voice communication, database and telecommunication are utilized. The main work of this dissertation includes the following parts:(1) In accordance to the actual demand of waterway administrative management, requirement analysis and detailed function design for the system are conducted(2) According to the feature of remote monitoring and traffic commanding implement Data collecting, data storing, data handing, data transporting and data displaying proposal are designed. Network frame are designed according to the situation of infrastructure(3) In principle of hierarchical and modular design, ships' movement and video remote monitoring, signal flag/light remote control and remote voice communication with VHF and Internet are designed. And the system is implemented with C# programming language in the.NET framework.It proves by practical application that the system can effectively monitor movement of ships and precisely command ships. It directly assist waterway administrative department with reinforcing management to controlled waterway, and ensure safety for ships passing through controlled waterway.
