In recent years, the hardware performance of the mobile equipment and interactive means has improved.The small design, easy to carry and other features are changing the way we live, and are related to the production and management of various industries, and this trend is going on with an unprecedented monument.Besides different industries have different requirements for geographic information system. The design of a GIS system will bring great economic and social benefits to the industry Considering that the Two Dimensional GIS system with a mobile terminal has been researched and applied in many companies including ESRI, while the development of 3D GIS system with a mobile terminal is still on the primarily stage There is not a 3D GIS system applied to the electric power industry at home and abroad, Therefore, considering the characteristics of electric power industry's development and its technology needs, the research on mobile terminal 3D GIS platform with applications in the power industry must be imperative. At the same time, along with the fast development of wireless network and mobile terminal technology,the research of mobile 3D geographic information service system based on the Mobile GIS(mobile geographic information system) is becoming a hotspot. As one of the application direction of 3D GIS, 3D mobile virtual earth can gather and govern multi-source geographic information resources online and provide intelligent necessary and location-based multi-source geographic information service for the public.However with the limitation of the resource of mobile intelligent terminal hardware, the traditional 3D Virtual Earth System running on the PC terminal still needed to be researched on weather it can functions well on mobile terminal. Therefore, this paper studies the key technology of 3D virtual earth system under the mobile terminal, and based on this,introduce the framework and the core interface of 3D Virtual Earth system tailing to mobile intelligent terminal.The significance of this project is to break the geographical limitations in the original way to operate the electric three-dimension GIS system,enabling users to visit?analyse?handle and report this system via mobile devices(PAD?cellphone or tablet computer)no matter where they are.In addition, it has greatly enhanced the working and management efficiency of power grid businesses as well as saved some operating costs.The main contents of this paper are as follows:(1)Analysed the present research situations of the mobile GIS and Osg Earth system at home and abroad, getting the result that the mobile Osg Earth system will be a hot-spot geographical information service system used by the masses,at the same time some key technologies in the system need to be further studied.(2) Carried out proper design on Osg Earth,designed a set of three-dimensional controls that support secondary development.The bottom of the interface needs to be written in accordance with uniform norms, to facilitate the subsequent development in business functions and a deeper level development.(3)Based on the three-dimensional control interface to develop a mobile power terminal three-dimensional GIS system, making some related functions like the basic three-dimensional browse, the power resources data show, the spatial analysis, the effects rendering and some other functions to be achieved and explored the key technologies of the mobile Osg Earth system. Realizing this goal from there aspects that are getting and integrating massive amounts of data?interacting three dimensional space as well as rendering effects.(4)The systematic framework and core interface of a mobile virtual earth in three-dimension have been designed. The cross-platform design philosophy in high cohesion and low coupling of a mobile virtual earth system in three-dimension has been explored. Based on the design philosophy, this paper also finds out a multithreaded systematic framework. Then, according to the angle of function module, multi-source tiles data acquisition integration interface conforming to the WMTS standard, virtual camera interface abiding by user's interaction habits, and information query interface and high performance positioning service interface satisfying the WFS service standard are all worked out.(5) On the basis of the above, it takes advantage of OSG Earth?Open GL ES to develop three-dimensional GIS system in IOS and Android operating system which can realize the emergence of basic geographical data and the comprehensive display of electric power resource data, including power supply point, wiring diagram, three-dimensional model of the grid and so on.
