Study On The Effective Usage Of Urban Water Resources Of Xi'an City

The requirement of water resources' quantity and quality will become higher with the population increase and economic development. The urban water resource shortages get more and more serious due to two facts: the available freshwater is limited and the water pollution worsens. The urban water resource of Xi'an city is seriously short, while the geological environment worsens. The shortage of water restricts economic development on certain degree. Therefore the research on water resources allocation optimization and usage efficiency of city in our country, Xi'an city especially, is important for the development of economics and environment.Guided by the sustainable development notion of urban water resources, research on the urban water resources usage of China city, Xi'an city especially, is carried out in this paper. And the following main results are achieved.(1)Some urban water resources management notions are introduced at first. Not only the water resources cost notion but also the water circulation guided by the order of nature should be deeply understood to setup sustainable urban water resources management system. The urban water resources carrying ability should be kept in mind. Vary water resource should be arranged effectively.(2)The urban water usage situations of China, Shanxi province and Xi'an city are analyzed. The urban water resources of China, Xi'an city especially, suffer from serious shortage, asymmetrical distribution and serious destroy.(3) The questions of Xi'an urban water resources management are analyzed. Such as the un-effect water resource arrangement, the conflict between demand and offering, un-effect water-saving infrastructure, the low usage efficiency and water pollution.(4)The advanced urban water resources management experiences from America, England, Singapore and so on are analyzed. Research on urban water resources were carried out long ago. And effective judicial and monitor systems are set up. Otherwise, modern technologies are introduced into the urban water resources management.(5)The corresponding solutions to Xi'an urban water resources management are analyzed based on foundation of policy, scientific layout and sound usage, water resources effective arrangement, and water reuse. The solution of Xi'an urban water resources management should be developed based on not only the effective jurisprudence scientific layout, uniform management, the guidance of policy, drumbeating of reclaimed water, but also effective water resources arrangement and regard of both developing and saving.
