The traffic problems in the cities of our country are becoming more and more serious with the rapid growth of car ownership. In order to alleviate the traffic problems in urban, and at the same time, be benefit from the rapid growth of urban rail transit, park and ride(P+R), as a means of traffic demand management, was introduced and in the rapid promotion in the major cities. In order to promote the development of P+R, guide more travelers to travel with P+R, give full play to the effect of P+R system in ease the traffic congestion in urban cities, and make the policy of P+R security more scientific, it is necessary to have a intensive study in the behavior of travelers who traveled with P+R.In this paper, put the owner of the car(as who already traveled by P+R, and may traveled by car to replace the P+R) as the research object. On the basis of summarizing the present situation of research in domestic and foreign, analyzed the factors which have influencing to the behavior of choice by who traveled with P+R; Based on the theory of indifference curve, establish the model which describe the behavior of car owner's choice to travel by P+R or by car from the view of cost and time; Expanded the model of cost-time indifference curve in the care of considering the difference of service level and cost; Finally, taking Shanghai as an example, through the design of the questionnaire, the implementation of the survey, make an empirical analysis.The model research and empirical analysis show that compared with other methods and model, the model of cost-time indifference curve, can have a better analysis and evaluation in the choice behavior and willingness made by traveler for travel by P+R or car, and can have a better analysis in the mechanism of the factors which may have influence to the behavior of traveler.
