Constantly growing flight flow and more complex airspace structure causes increasingly severe air traffic congestion and complex traffic network, and it adds more workload(mainly consisting surveillance and separating) to air traffic controllers. It may even threaten ATM safety and bring on great loss. It calls for scientific assessment and management methods in air traffic to ease this situation.The enormous traffic demand and further assessment in relative position between aircrafts asks for intensive study on air traffic complexity. The study firstly summarize abundant relevant research achievement which figures out there exist defect on dynamic density and intrinsic concept in evaluating complexity; With that this study directly adopted and improved the complexity measurement based on control effort, proposed a new concept of the latest adjustment timing and introduced the method of calculating control effort based on the conflict resolution and homing. Next this study evaluated air traffic complexity by the method of index standardization and variation weighting with two criteria: control effort and intrinsic character. With a complete simulation based on actual data, calculating aircrafts amount in danger, the method proved to be effective. Meanwhile, this study showed the situation and complexity of each related single aircraft entering a circular sector with comprehensible complexity map. At last this study provided optimistic trajectory by simulation which verify the validity and reliability of the complexity calculation method.The complexity evaluation method in this study embodies applicability in alleviating controller workload and improving traffic safety which coincided with practice by further improvement.
