With the acceleration of China’s urbanization, investment in transportation infrastructure is increasing. More and more transportation infrastructure construction projects that occupy the existing traffic space of people and vehicles appeared have brought all kinds of traffic nuisances to the existing urban transport system. Meanwhile, a lack of sufficient attention and systematic traffic organization method during construction period make the traffic nuisances more serious. Based on different types of road construction projects, this paper divided the traffic impact area into three levels from the point of traffic characterization and construction demands. Moreover, the paper proposed the traffic organization during construction period based on three-level ease method.First, by analyzing the types of road construction projects and traffic characteristics, this paper summarized the different impacts of different types of road work. Then the influential factors of road capacity were analyzed and the calculation method was proposed.Second, three levels of traffic impact zones were divided according to the different impact characteristics to each level of traffic impact zone. And the main traffic impact evaluation indicators in each level of traffic impact zones were confirmed. In three levels of traffic impact zones, this paper used three-level ease method to organize traffic flows aiming at the through traffic, the neighboring traffic and the inner traffic. In the first-level traffic impact zone, peripheral traffic guidance was designed based on the research of the drivers’ detour route selections. In the second-level traffic impact zone, regional traffic diversion was designed through macroscopic road network modeling using OD estimation in TransCAD software. In the third-level traffic impact zone, node traffic organization was designed according to microscopic node simulating evaluation with VISSM software.Last, this paper chose the East Lake High-Tech Development Zone of Wuhan China, which is surfing a period with large scale construction, as an example indicates.
