With the establishment of the strategic goal of building a marine country and the strategic conception of building 21st-Century Maritime Silk Road, the ocean has become the key areas of China's sustainable development, and is essential for China to become a world power and realize the Chinese dream.Marine environment information service is of great significance to the safety of navigation, marine activities and the marine battlefield environment. The acquisition of marine environmental information depends on the measurement of the marine environment. Professional vessel measurement with its pertinence and accuracy is one of the most important measurement methods for marine environment. Therefore it is urgent to develop effective methods and systems for the domestic professional environmental survey vessels in order to manage and control the marine environment measurement and to build the marine environment information database.This study investigated and designed a marine environment measurement system taking the ship as the measuring platform. The system realized the real-time collection, processing and storage of the marine environment measurement data, while centralized the control and monitoring of the measurement operations. The designed system can improve the efficiency of marine environmental measurement, and speed up the establishment of marine environment information database. By using a modular design and new architecture, a data server cabinet has been designed, with improved system core processing equipment of high equipment, high integration and high redundancy. The marine environment information database was established by using Oracle database software with further designed the data management and system maintenance software. The robust M estimation was applied into the outlier detection of marine measurement data, the effectiveness and superiority were validated through the data simulation, and the data quality of the measurement system has been improved. Finally, the study has also investigated and built the algorithm of marine three-dimensional temperature and salinity static climatic field, dynamic climatic field, and real-time field by using statistic analysis, data assimilation method and the measured temperature and salinity data of the system. In this way the guaranteed ability of the system for underwater environment information was greatly improved.
