Based On Delphi Method In The Project Feasibility Study

Most projects need to conduct feasibility studies before implementation.Some enterprises demand relevant departments to conduct research and some entrust professional institutions(universities,consulting company,etc.)to study the project and ultimately to write a feasibility study report which proves the project is feasible or not feasible.This result is enterprises’ decision-making reference.This paper designs a comprehensive evaluation method of the feasibility study report based on the author’s participation in the feasibility study of a power connection project(Improved Delphi Method);express the feasibility of the project in a quantitative way.The paper is done in several steps.BHD company establishes electrical connection project feasibility analysis group organized by relevant personnel which involved the author;the group compose a complete feasibility study report;BHD company establishes project evaluation team involved by 12 experts(in electrical connection technology or electrical appliance industry);conduct a comprehensive evaluation of the research report through using the modified Delphi method in this paper;finally obtains the feasibility level of the project is 7.21;the results provide a reference for the project implementation and how to implement;BHD company is currently in the implementation of the project and improves the feasibility of low index according to the evaluation results in order to reduce the risk.The innovation points of this paper are mainly two points: one is putting forward the feasibility study results of the multi-expert evaluation method that is the improved Delphi method,and providing a valuable reference for project implementation through a case;another is the use of quantitative language to express the level of project feasibility.The traditional method is giving “feasible” or “not feasible” and quantitative language is more scientific.Finally,I thank BHD Company very much that provides a comprehensive evaluation of the feasibility research opportunities for this paper.After designing the comprehensive evaluation method of feasibility report BHD Company organizes experts to evaluate.The results of comprehensive evaluation show that the improved Delphi method is scientific and effective.BHD Company suggests project feasibility analysis as much as possible using the comprehensive evaluation method for improving the reliability and accuracy of the feasibility analysis.
