Project post evaluation is a system evaluation and analysis of technical and economic activity to the whole process after the project completed and running for a certain time, which includes project decision, design, construction, completion acceptance and manufacturing and operations. The operation process is the stage where effectiveness works, and the project operating results and operating level of which play an important role in security and stability of the power grid. As a result, the study on preliminary work and operation performance of power transmission and transformation project is of strong theoretical and practical value.Based on a large number of domestic and foreign literature analyzes the development present situation and characteristics of project post-evaluation. This paper took the Benxi Hejia 66 kV power transmission project as the research object, first of all, the basic theory of the evaluation of the power transmission project and research methods were elaborated, and it put forward that Grey Analytic Hierarchy Process(AHP) was suitable for he project, which is a method combining grey system theory and analytic hierarchy process theory. Secondly, the paper introduces the research object of Benxi Hejia 66 kV power transmission project and points that it is necessity of the project construction according to the basic principles to choose related index of the evaluation index system. In view of the influence of operation after implementation of power transmission project of the power grid, the post evaluation index system to the project was constructed from the angle of system view. Then the relevant data items was collected, the evaluation of the project was made according to the real data offered by the project from four aspects: the project implementation process, benefits, effects and sustainability. Finally, it used the gray level analysis of the project carried out comprehensive evaluation. Results indicates that the project in general is good, effective solution to the local community, the problem of power consumption on the local economic development has had a positive impact and gets a better economic efficiency.In the paper, the qualitative and quantitative analysis methods were used to evaluate the economic benefits and sustainability of the Benxi Hejia 66 kV power transmission project. It combines all the advantages of the grey theory and AHP method. Not only can make the segmentation on risk factors but also it can make more reasonable on the weight of each index factor. So the evaluation model and evaluation process are more close to the objective law. It can improve the accuracy of the evaluation results. Meanwhile it makes beneficial attempt for standardization, systematization and further research of post evaluation of the same kind of construction projects. This paper provides a very good reference for the future implementation of similar projects.
