The electric power industry as a basic industry of national economy, the development of economy and society all cannot do without electricity, "12th Five-Year" period, the electric power project has increased year by year, the national electric power industry investment amounted to 5 trillion and 300 billion yuan, with the construction and investment continued to increase, with the construction of many projects also makes the process of project safety accident in the construction of more and more frequent, in recent years, the advanced safety management experience of foreign counterparts through the construction project of electric power engineering in China, but also continue to learn from other advanced management level, through continuous practice to further improve the theory of safety management in China, promote the level of safety management of power engineering project in China, though theory and practice are gradually progress, but the form of safety management of electric power project is still grim. Therefore, the safety management of engineering projects is becoming more and more important.The Guohua Taicang Power Plant of ultra supercritical steam turbine through flow reconstruction project as the background, the paper studies the project safety management,due to the turbine uprating project, stereo crossover operation more, working face narrow,workers are concentrated, security situation is relatively serious. Therefore, this paper will according to the corresponding construction scheme were security management scheme design.First of all, this paper introduces the background and significance of this study,introduces the research status of domestic and foreign project safety management in detail.Systematically introduces the concept and basic theory of engineering project safety management and the composition of safety management organization system of engineering project. Secondly, introduce Taicang Power Plant Generator uprating project profiles, and the project safety management present situation carries on the analysis, find out the problems and loopholes in the existing in project safety management, and put forward the corresponding countermeasures in view of the project safety management problems and loopholes. Again,the design unit capacity expansion project safety management program. According to the construction process and construction plan of the project, combined with the experience of this type of project safety management related to the project risk analysis, and risk control measures for the corresponding risk control. Project safety management plan and determine the content of project safety management and project safety management, and then develop the specific measures of project safety management. Finally, on this project safety management scheme of comprehensive evaluation, combined with the generator uprating project safety management plan, from five aspects of safety management, security system design, equipment safety management, and so on established Taicang Power Plant Generator uprating project safety management comprehensive evaluation index system. Using the theory of matter element evaluation to evaluate the safety management plan of the project of Taicang power plant generating units capacity increasing, and the evaluation results are analyzed.Through the construction project safety management plan and the project safety management plan for comprehensive evaluation, the final evaluation results show that the project safety pipe in good condition, project management at all levels of safety technologylevel and the level of safety management better, project safety level is relatively high,corresponding to the safety management scheme design more comprehensive and reasonable.
