As countries increasing policies to support for new energy resources, wind power has become the representative of new energy power generation, and its technology has become increasingly mature. However, its development is still restricted by itself and technology level of power grid operation. This paper introduces the research background and significance of competency assessment method of wind power given.And it analyses of the restricting factors on the ability of wind power given from several factors, for example, the grid architecture and operation level, power characteristic, wind power technology, load level and so on. Under the conflicting background of wind power large-scale grid and grid difficulties, through the dispatcher planning scheduling unit boot mode, it may achieves the largest wind power given capacity and reduces generating cost, which is the key point of this topic.It has important theoretical significance and practical value for the wind power development and grid economic benefit in the future.This article will establish multi-purpose function about power generation cost and wind power given capacity. And through the limitation of constraint conditions, it will establish the optimal way of unit boot mode about thermal power, hydropower and wind power. From the mathematical point of view, this problem is converted into a constrained multi-objective optimization problem. To improve the rate of convergence and accuracy, this paper puts forward an improved multi-objective optimization algorithm, which is based on infeasible elite reserved strategy and jumping-off strategy. Through calculating wind power given ability of Xinjiang, it shows that the proposed algorithm has faster convergence rate, higher precision and it may avoid being trapped in local optimal solution. It has a high value of practical application.
