With the rapid growth of the motor vehicle ownership, huge traffic, road network congestion news continuously and the highway free of holiday, parts of the country for the large-scale international events and activities has given rise to a large number of accidental travel demand, In order to meet the demand of the transportation of people, in addition to formulate the corresponding traffic demand management strategies, also need pay attention to the supply of transportation.Huge traffic demand in time, space, is a small probability event, In this paper, the demand uncertainty as traffic demand, so that it can avoid the risks of decisions, and pass by uncertainty measurement method, determines the choice of interval number as the huge traffic demand measurement tools and representation. In addition accidental super huge impact traffic demand on road network makes it is necessary to study the capacity of road network.This article through the theoretical analysis of the road network traffic and make a summary of the advantages and disadvantages of the conventional method, found the optimized combination capacity calculation method, and the capacity of road network model is established, via the example verification and then put forward the suitable for large accidental road network model in the case of traffic demand, and a simple numerical example verifies the feasibility of the calculation, and proposed that in order to raise the road network capacity under large traffic demand, it is necessary to study the robust design of highway network.The main research contents of this article is the design problem of robust road under the accidental huge traffic demand. Defined that the maximum road network capacity, that is the maximum capacity of road network, as the target. Application of interval number metric occasional large demand uncertainty, the combined with interval transportation equilibrium under uncertain demand, establish the accidental robust road network model in the case of large traffic demand, and design the genetic algorithm. MSA algorithm and the modle under it based genetic algorithm for example, and verify the feasibility and effectiveness of the proposed model method.
