With the development of the aviation industry and the improvement of people's living standards, and high demands on time, the number of passengers who choose air travel is also increasing, which will put high demands to aviation, but also to the airport bus operation. Generally, airport bus is one of the main problem that restrict the development of air transport, because the airport bus plays a very important role on passenger transportation task. But the airport bus operation planning studies is still at a preliminary stage in our country, therefore, the research on airport bus operation is necessary.This thesis grasps the basic functions of airport and understands the basic theory of the airport bus and the airport passengers travel characteristics, by analyzing airport's function characteristics and passenger's travel behavior. And this thesis has a further predict on the airport passenger number, using the elastic coefficient and gray combination forecasting method to predict the amount of airport passengers choose to travel by airport bus, and obtain the airport bus travel demand distribution of various traffic zone, and use two different tests to verify the accuracy of forecast result. Based on this builds the airport bus stations and line selection as the upper model, the upper objective function is the lowest-cost of passenger travel and the maximum profit of airport buses operating, the lower model is passenger flow distribution, forming double-level planing model. Finally,solves this double-level model by using genetic algorithm and simplex method, after several generations into circulation, to determine the final result. And uses an example to demonstrate the entire calculation process, verifies the feasibility of the model.
