With the rapid development of economy in our country, marine transportation as the main transportation way of petroleum become more and more frequent. Because of the increasing petroleum consumption, oil spill pollution risk swells. The occurrence of oil spill incidents is gusty and will cause great damage. It is of vital essential to find the incident location quickly and efficiently. In the light of the characterist ics of marine port and terminal areas, a harbor oil spill monitoring system based on the theory of ultraviolet induced fluorescence is proposed. This system can monitor the harbor sea surface situation in real-time. The system will inform related staff to take emergency measures when any oil spill incident occurs, which certainly will reduce the harm of oil spill to a minimum degree.First, the paper lists several common oil spill monitoring models and monitoring methods. The advantages and disadvantages as well the application conditions are analyzed. Considering the features of the harbor areas and the characteristics of petroleum products, a close distance scheme of oil spill monitoring based on the ultraviolet induced fluorescence in fixed points is proposed. Then, according to the technical indexes of the selected scheme and the actual system demands, the system hardware platform is built, which mainly consists of excitation light source, fluorescent detector, signal collection and processing board, wireless transmission module, serial port communication module, serial camera, sound and light alarm module and power supply module. Concretely, the specific hardware platform is mainly composed of ultraviolet LED light, photoelectric multiplier tube(PMT), A/D convert chip and the FPGA control chip. The ultraviolet LED light and photoelectric multiplier tube is mainly responsible for monitoring the sea surface situations and collecting the oil spill information. The A/D chip and FPGA chip is used to convert the analog data acquired by the PMT into digital data and make corresponding processing with these digital data. The peripheral circuit woks according to the processing result, such as starting the sound and light alarm and shooting images, etc. After that, corresponding algorithms based on the collected oil spill data are designed, including the design of work timing of each functional modules and the oil spill monitoring algorithm. Finally, in order to facilitate the staff to acquire the work condition of the whole oil spill monitoring system and make the overall control by receiving information sent from the front-end system efficiently, the remote monitoring software is designed. This software make sure that the staff in the back-end control center can monitor the status of the sea surface and control the work states of each front-end monitoring equipment.
