The tidal reach of the coastal basin is the transition section of the flood and tidewater, which is affected by the tidewater and flood. If the flood and tide meet, the phenomenon including inwelling, the channel discharge being hindered is bound to increase the disaster losses, so hydraulic engineering of a coastal river basin should generally be the dual task of both flood control and tide control, In addition, the water scarcity is a common problem in coastal island in north China, which restrictes sustainable development of the social economy and other aspects. In recent years, the utilization of flood resources provided a new research direction for solving the problem of water resources. Therefore, in view of the northern islands of China, we should study the utilization of flood resources and the problems of flood and tidal prevention. This paper focused on flood control and tide control and flood resources utilization problems of Shangshan Island in Dalian. when studying the increasing utilization of the flood resources, the paper put forwards available design scheme about flood control and tide control. At the same time,The main content of this paper are listed as following:(1) Analyzing the Physical geography and hydrological characteristics of the research basin, the paper summarized the current situation and insufficient of the research basin, then puting forward the necessity of establishing small hydraulic engineering.(2) This paper put forward the idea of channelizing the river and raising the embankment based on the phenomenon of the study area that downstream river erosion is serious and flood control capacity is not enough. In order to keep the principle of retaining the original river, the paper determined the shape and height of the section in accordance with the trend of the river, the longitudinal slope of the river, downstream of the entrance elevation and other characteristics of the channel of the river. The calculating design flood hydrograph and the water surface profile are key in flood control channel planning process. Design flood take the inference formula Liaoning law of'Calculation method of design rainstorm and flood in the middle and small valley (no data area) in Liaoning Province', and the water surface profile took MIKE11 one-dimensional hydrodynamic model. Derivation of the water surface profile had a guiding role in the analysis of the discharge ability, the flood control capacity, the existence of security risks and determining the scale of the project.(3) The establishment of Fangtang aimed to improve flood resources utilization. The position of fangtang was determined by analyzing the distribution of crop of basin, while the size was determined according to the crop irrigation quota and scale, and determined the rationality based on the analysis and comparison of inflow and loss, then eventually completed fangtang planning and design.In the end, the main research contents of this paper were summarized, while the existing problems were pointed out, and the problems and directions to be further studied were discussed.
