Roll-on-Roll-off transport is a kind of transportation form which thrived late but develops very fast in the recent years. It plays a critical role in the economic development of Bohai Rim. South China Sea Rim, East China Sea Rim, coastal area and inland waters area on account of its many advantages such as safety, convenience, speed and low energy consumption. Ro-Pax terminal is a key node in the transportation chain, but the serve level, informationalized level and management level are quite patchy despite the rapid development of infrastructure in recent years. Furthermore, Ro-Pax terminal need to serve various objects resulting in its more complicated operation and management tasks when compared with other professional terminals. Thus, it is difficult to assess the serve standards of a Ro-Pax terminal comprehensively and put forward the concrete development bottleneck as well as improvement measures.In this context, according to the entropy weight theory and grey correlation analysis, this paper constructs an assess model on comprehensive serve standards assessment of Ro-Pax terminal. In the assessment system, this paper devises corresponding valuation indexes and quantitative methods on the basis of served passengers, Ro-Pax vehicles and vessels, taking advantage of model combined with qualitative and quantitative methods to assess the service level. In the end, we take two Ro-Pax terminal in Dalian China as an example combined with above analysis to accomplish the assessment. Specifically speaking, we did some field research and data analysis. And then we make assessments according to entropy weight theory and grey correlation analysis and put forward the concrete development bottleneck as well as improvement measures. We provide objective assessment standards for comprehensive service level of Ro-Pax terminal and it is quite significant and instructive for the future development of Ro-Pax terminal.
