In recent years, our country have accelerate construction strong power grid which based on UHV power grid and all levels of power grid develop coordinated. It has got several significant technique achievements in the construction of Transmission Line and has been widely promoted. However, due to the rapid development of the power grid, the management has shown backward. Most of distribution management systems used in our country are independent of each other, and have not formed a platform which can realize data sharing, the function is single, the database duplication is serious, which leads to the large data redundancy, which makes the work efficiency low, and even lead to the wrong decision. This requires a new type of intelligent management system to be competent for the job. In this paper, the high voltage distribution network GIS using B/S structure, with MapInfo as the graphics platform, with Oracle as the database platform of integrated management information system, modular, platform system design ideas, using the Internet to achieve space management of transmission lines, so that the power equipment and power grid distribution of a variety of graphics, maps, property information unified management and achieve sharing, realize the power supply enterprise intelligent business management.This paper firstly gives a brief introduction about the current situation of development in electric transmission lines in distribution network in our country, then makes a description on the current development state of geographic information system domestic and overseas and the current application of GIS technology in power grid in our country and the problems it brings about during the first chapter. In the second chapter, through researches and comparisons among the existing development mode, platform, tool and language, it figures out a technical route in which B/S method is taken as development mode, and based on MapInfo graphic platform, Java is applied as development tools and Oracle database as background. The third chapter puts forward a systematic construction strategy based on a full study on the current situation of the management of electric transmission lines in power grid. And based on this strategy, it organizes the main business process, dividing this High Voltage Distribution Network GIS which is based on B/S into several modules, namely basic dictionary maintenance, installment of information inquiry and display parameters, map operation, device inquiry, and comprehensive statistics, and giving a detailed description of demand analysis in each module. Then it works out the overall plan and main framework about system design, the detailed description on the functions of each module, and the data sheet according to the result of demand analysis. In chapter four, this paper introduces the realization of this network's system function and lays emphasis on describing the realization of the functions of these modules below-basic dictionary maintenance, installment of information inquiry and display parameters, map operation, device inquiry, and comprehensive statistics.
