Transmission and distribution charging methodologies are important in the electricity power market reform,but there are some problems on the reform of charging methodologies in China.For example,the reform of charging methodologies has fallen behind compared with the reform of the spot market,and the cross subsidy policy has had some bad effects on the fairness of the charges,and also the asset management has not been developed for the electric charges and transmission and distribution charging methodologies has not been implemented.Distribution and transmission charging methodologies have always been introduced together in the same government documents and have not been separated yet.In particularly,distribution network needed to develop its own methodologies depending on voltage range in China,since the network had a wide range of voltage levels.Therefore,the research topic of high voltage distribution charging methodologies from 10 kilovoltage up to 220 kilovoltage was decided in this paper for the reform of charging methodologies.The paper studied on high voltage distribution charging methodologies.First of all,the UK distribution charging methodologies and EDCM were introduced.Two distribution charging methodologies were introduced and provided an overview of Extra High Voltage Distribution Charging Methodology(the EDCM)in detail,including the tariff compositions,charges compositions,marginal cost-reflected charging model and the charging procedures.It provided a theoretical basis for high voltage distribution charging methodologies in China.Secondly,some calculation procedures of the EDCM were picked up as reference for high voltage charging methodologies in China by analysing the rationale and the reasons for key points made about them,and offered some useful advices for the high voltage charging methodologies in China accordingly.Thirdly,the charging method and a calculation example of Chinese high voltage distribution networks were given.The method of long-run incremental cost was applied to pricing on Chinese high voltage distribution networks and presented specific calculation procedures.And then an example of calculating high voltage nodal marginal charges,capacity charges and unit rate charges on different power flows and running arrangements was given by using the enterprise data of Shantou Power Supply Bureau to build a network model and calculate the tariffs of demand customers connected on high voltage distribution networks in Chaonan District in Shantou,Guangdong Province,discussing the significance and roles of which and pointing out the importance of the idea of long-run incremental cost to the high voltage distribution network in the end.
