| The implementation of heat metering and charging is not only an effective measure to deepen heating reform in our country, but also encourages users’ energy-conservation of heating and reduce energy consumption for heating. However, the research on charging the price and charging mode associated with thermal heat metering is lagging behind, and constrain the process of heating system reform. Therefore, the development of scientific and reasonable heating price and charging mode is the primary problem of heat metering reform needed to be worked out.According to the analysis of the actual residential space heating consumption during heating period of 2013 ~ 2014 in Tianjin, this paper found that the relative differences in space heating consumption of different flat locations reached 26.5% without considering the effect of indoor temperature, which could not be ignored. When charging based on user’s actual space heating consumption, the appropriate method should be taken to reduce the influence of the difference of flat locations on heating fees.The paper used eQuest to analyze the influence of flat locations on space heating consumption of different building energy-saving rates and different building layout in northern heating areas. The simulation results were calibrated by comparing with the measured data. It found that the space heating energy intensity of different flat locations vary greatly, with the largest difference of 145.6%. The impact of indoor temperature on space heating energy intensity in different flat location users was analyzed, as well as the impact of indoor temperature on the user’s space heating energy intensity and relative heat loss coefficient. The result shows that the impact of temperature change on space heating consumption of different flat locations are different. The sequence decreasingly is middle floor, bottom middle, bottom edge, middle edge, top middle and top edge. The indoor temperature has little or no effect on the user’s relative heat loss coefficient as the indoor temperature is simultaneously raising or lowering.The reasonable proportion of fixed heat price, flat location correction factor and public space heating consumption sharing could reduce the influence of flat location on space heating consumption and heating price. With the increase of the proportion of fixed heat price, the impact of the user’s flat location on heat consumption gets smaller. While it is less conducive to mobilize the enthusiasm of the user’ behavior of energy saving. With the increase of HDD18, the relative difference of different flat location correction factors decreases, and the impact of the user’s location on space heating consumption becomes smaller. Public heat loss-sharing is more complicated and don’t reflect all the public part of the heat loss sharing. Accordingly, its improved method is proposed in this paper.The impact of two-fold heating price with the space heating consumption corrected by flat location correction factor on reducing the difference of the heating charge of different flat locations was analyzed based on the actual heating consumption data of residential buildings in Tianjin. The results indicated that compared with two-fold heating price, the heat cost between the different flat locations was reduced effectively as the use of two-fold heating price with the heating consumption corrected by flat location correction factor. Therefore, the use of two-fold heating price with the heating consumption corrected by flat location correction factor is reasonable. |
