Study On Survey Of Heating Costs And Price Of Central Heating In Urumqi

With the rapid economic development of Urumchi, the increase of new constructions in these years, the extensive use of central heating, building energy consumption has increased rapidly, which results in the tremendous challenges for the energy consumption and the protection of the urban environment. It is of significant importance to reform heating system, implement heating measurement, save energy and protect environment. Central heating prices and the development of reasonable or not directly is crucial to the success or failure of the heating system.According to the'urban heating prices Interim Measures'released by Ministry of Construction and heating enterprises monopoly characteristics, the structure and properties and design procedures of heat price are clarified in this paper. By analysis of the financial statements surveyed in several typical heating enterprises in Urumchi City, the cost-plus method was used to estimate the mean heat price according to the area and heat quantity. Then the estimated heat price is compared with the existing one to analyze its recharges by the respective average calorie hot price and price with the existing one to assay its rationality. In order to ensure the reasonable interests of users, achieve "fair use hot" and "Who used heat, who pay more heat, more pay", a text analysis of different applications, the distinctive fee measures and suggestions with different locations of the thermal users and different purposes are analyzed in this paper so as to contribute to the improvement of existing unfair heat price system in Urumchi.This paper also put forth practical significance for the implementation of a bi-heat price system, explained the two heating principles and price calculation method, further expounded on the functions of some unreasonable factors such as a bi-heat balance in the central heating supply and demand and the interests of both sides settlement of users of the room location and heat transfer and so on. And according to the actual situation in Urumchi fixed heat price, price changes and suggestive coefficients of heat adjustment, the issues which should be watchful in the application of bi-heat price system in Urumchi were put forward. Furthermore, they are validated and discussed by engineering cases.Finally, the regulation model in which the heat price is fluctuated with the fuel price is proposed to change the strange phenomenon, that is, the water, coal, electricity prices can be adjusted but not heat price. Besides, this paper clarified the methods and procedures and the confirmation hearing system.
