With the rapid development of domestic social and economy,the urbanization and motorization process gradually speeding up.But with the city's rapid growth in vehicle population,especially the rapidly growing number of private cars,a variety of urban transport traffic problems emerged,"Traffic jams" and "Parking problems" becomes a national focus that people have to face.Besides,as the commercial center district of the megalopolises,its comprehensive urban functions,high intensity of land use and the concentration of the urban traffic network has attracted a large number of of social and economic activities,where the traffic problems and parking problems are increasingly serious and seriously affected the normal development and function of commercial center district.Therefore,according to the parking problems and carrying difficulty of parking facilities in the megalopolises commercial center district,the concept and the evaluation model of urban parking facility carrying capacity is put forward,which provide reasonable theoretical foundation for the parking planning,decision analysis and construction management.First of all,this paper analyzes the general development characteristic and parking characteristic of megacities commercial center district.From the macroscopic and microscopic perspective,this paper put forward the concept of carrying capacity of parking facilities,and probes into the particularity of carrying capacity of parking facilities in megacities commercial center district.Based on above research,this paper analyzes the five factors,which affecting the megacities parking facilities carrying capacity mainly,then established the calculating model from the macroscopic and microscopic perspective,which is suitable for the megacities commercial center district.Secondly,refer to the saturation of the parking facilities service level evaluation index,this paper grade the evaluation and early warning of carrying capacity of parking facilities in megacities commercial center district,and set up the early-warning model of parking facilities carrying capacity,which based on the understanding and research of evaluation method of attribute measure function.Finally,taking chongqing nanping central business district as an example,from the macroscopic and microscopic two aspects,this paper analyzes and calculates the nanping central business district parking facilities carrying capacity in 2020,and determine the macro-parking facilities carryingcapacity warning level is “?”,third highest warning;the curb parking facilities carrying capacity warning level is “?”,highest warning;the off-street parking facilities and the affiliated parking facilities carrying capacity warning level are both “?”,third highest warning.At the end of the last in this paper,the planning and management of parking problem in megacities commercial center district is put forward,at the same time,the accuracy and rationality of the models is proved too.Throuth the research above,this paper established suitable calculating models for megacities commercial center district from the macroscopic and microscopic perspective,and also established evaluation and early-warning model based on the attribute measure theory respectively.However,some primary data analysis and calculated is not precise enough when calculating.Because most of the parameters are based on the existing planning text,the result will differ from the actual situation,even the rationality and the adaptability of the models' classification are yet to be proved.So in the later study,the author will draw lessons in the further investigation and research on the data and model,thus improve and complete the study of parking facilities carrying capacity in megalopolis commercial center district.
