The EPC(Engineering Procurement Construction) model is gradually used in domestic engineering construction area for its advantages in integration of design, procurement and construction. It could shorten the project period, save the project investment, and etc. The design management is deserved to be the key point in EPC project as the design work dominates the project investment, construction period and quality. Each chemical engineering project has its own characteristics, and has few experiences to be referred to. Additionally, some toxic and harmful materials are normally involved. Thus, higher standards are required in design quality. In conclusion, the design management is crucial important due to the big investment, long period, and specialization of chemical engineering project.Based on overseas and domestic research status, value engineering, concurrent engineering and PDCA(Plan, Do, Check, Adjust) management theories are adopted in EPC design management study. A mixed design organization structure is presented, contributing to adjust designer ratio of centralized staff, and resolve the human resource cost issue. The boundaries among the contractor's different departments, and also between the contractor and the owner are suggested to be broken, instead, procurement, construction and operation should be absorbed in design work. Based on above suggestion, the value engineering is used in design management to achieve a reasonable allocation of project resource and offer value-added services to construction project. Besides, concurrent engineering is also applied in design management. The constructability in construction period and operability in operation are fully considered, and achieve the integration of design, procurement, construction, and operation. Moreover, a multi-level design review model is built based on PDCA theory. The engineers with different professional background should be involved in design work and accordingly, the design quality could be guaranteed. Furthermore, comprehensive personal would be developed during the review work. At last, a real case is shown to illuminate the application of above theories in project design management.In conclusion, the purpose of this thesis is to change the adversarial relationship between the EPC general contractor and the project owner to achieve the integration of design, procurement, construction and operation through the research on design management, so as to improve the quality of design and facilitate the design management level of the EPC project.
