As the China’s economy develops rapidly,the improvement of people’s living standards and the promotion of automobile technology lead to the fast growth of car ownership.While the car has become a part of the live in the houslods,we suffer with a series of traffic congestion problems that result from the massive number of car onwership.The increase of car ownership is the main cause of the problem of traffic congestion,it is worthy of scientific and deep its control measures and their impacts.Nowadays the government has adopted a series of measures to control the number of private cars,but further studies are needed to analyse its specific advantages and disadvantages.Beijing,as the capital of China,has most concentrated population,massive car ownership and serious traffic congestion problems.This paper will make Beijing as the typical research object,and it will analyzing the congestion situation and relative control measures.By evaluate its governance effect,it will be beneficial to provide a good reference for the improvement of the traffic management policy.Firstly,this article will discribe and discuss the study of congestion management all over the world,which including the situation of car ownership control and the related evaluation of the output.It will confirm the significance and necessity of th evaluation of the impacts of the traffic congestion management.And then it will determine the purpose of congestion management effect evaluation.And then the paper will define the car ownership and discuss the governance traffic congestion theory,which is made as the theoretical foundations of the evaluation model.By analyzing the present situation and causes of congestion in China and understanding the existing congestion control measures all over the world,this paper will propose the advantages and disadvantages of the existing traffic congestion management policy in China,which will provide the basis for the establishment of the evaluation model.Secondly,the structure of the evaluation system model is established based on the basic modelling thread,According to the principle of the evaluation system establishment,this part make the selection of the four main aspects of the evaluation system including traffic facilities,model split,travel status and low-carbon transport.Then,the paper determine the three methods of evaluation by analysing the applicability of the existing normal methods,which is made up of the analytic hierarchy process(ahp),the variation coefficient method and the grey relational evaluation method.Therefore,the principle and steps of three methods are introduced in detail to completed the construction of evaluation model.Thirdly,the chapter discribes the traffic situation and analyse the main cause of taffic congestion in the object city,Beijing.Meanwhile,the existing main methods of traffic congestion management are discussed.And then the paper qualitatively analyse the effcts of the relative implement of the methods.Before the application of the evaluation system,the principal component analysis is applied to identify the contribution degree to the traffic congestion management of the car ownership control.Then indicators are quantified according to the authority resources in order to apply the evaluation system.Based on the three methods of evaluation model,the system figure out the results and sort the various indicators by analyse the implementationFinally,according to the calculated and sorted results of the evaluation model,some suggestions are proposed objectively refer to the Beijing car ownership control management policy.Refer to the positive aspect of the evaluation results,the paper put forward the new thoughts of solution.As there is still some deficiency in the evaluation results,improvement measures are put forword and stronger efforts is adviced.For the sake of better achievement of congestion management,the Beijing traffic relief congestion methods should be improved.
