With the rapid development of urbanization, contradictionsbetween the urban population growth and the land resource become more prominent,and thedevelopment of high-density urban environment becomes inevitable.Meanwhile,the public put forward a higher request of the living environment with the improvement of urban living standards.How to create a harmonious andliveable environmentadaptes the current urban development become a question facedall the sectors of societyt.Firstly,this article discussthe density factors of high-density settlementsand the evaluation criteria of liveable environment.and bulid a theory support system throughanalysising settlements density measurement index, the population density factors and the evaluate factors of liveable environment. Meanwhile,analyses the high-density settlements Problems in terms of spatial structure, land use, transportation, public space, green landscape, dynamic mechanisms combining with the information on settlements construction management and space utilization which obtained from the field investigation ofTianjin high-density settlements. Finally, according to the advanced experience of planning and construction in high-density residential areas, such as U.S., Singapore,Europe, thearticle puts forward the planning ies of high-density settlements under the livable perspective in six aspects, which contains the creating a vibrant and efficient settlement-energy space, the strategy of constructing the convenient and green transportation system, the strategy ofcreating a harmonious and pleasant public opening space, the strategy ofconstructing a interactive andconverged green- landscape,configuring an improved and shared public service facilities and establishing a fair and efficient planning-construction management mechanism.
