Regional culture is facing serious challenges under the background of global integration.The reason behind is the lack of comprehensive analysis of specific situation. The designs simply draw the nutrient part from western works, which results in the assimilation and leads to the missing of unique regional culture. Consequently, city becomes stereotyped like a Disney Land, which is on the contrary to the modern city planning and construction ideas. As the same time, along with the decline of the environmental quality, the old-fashioned waterfront landscape design concept focusing merely on the appearance has gradually faded away from the public. In fact, a new design concept should be explored to substitute the limited design focusing only on the temporary human society and current life, which combines with the regional character to create human living space showing humanistic care and sustainable development possibility, and this is ground where the author's point stands.Based on the above, this paper takes Yi River waterfront landscape as a basis. Abandoning the traditional study with single theory and the reconstruction within one area, it uses ecology,environmental behavior, landscape ecology, sustainable development theory, by summarizing from the former data collection system and site survey, to reintegrate and conclude the concepts of “regional culture” and “waterfront city” in the landscape subject. Then it further discusses the relationship of regional culture and city waterfront, and finds out the regional culture expression strategy in city waterfront landscape. Finally, it analyzes the problems regarding the part from Linyi West Binhe Xiaobudong Rubber Dam to Yi River South Bridge,and comes up with technical solutions to supplement and demonstrate the expression strategy.After a preliminary study, the following conclusions are obtained:First, this article is based on the landscape architecture system. The regional culture of the study is: within the long-term living region of humans, a series of material culture and non-material culture due to the natural changes and humanistic changes from historical evolution. It influences a series of ideas and values of human settlement development, and it is embodied in the aspects of urban culture and urban characteristics.Second, according to the regions, the urban waterfront landscape can be divided into three parts. The first part is the water of the waterfront landscape, which includes the natural water and and artificial water. The second part is the transition part between the waterfront and land, as known as the riparian zones. The third part is the land view, which includes the road planning, facilities, plants, etc. Regional culture is fully exploited and used to combine the land with waterfront, in order to achieve the expectation of great landscape quality.Third, waterfront landscape as a indivisible part of the urban design definitely requires creating remarkable city characters according to the unique local culture. It is the most important factor of design that mining the history and natural and national culture provides the basic structure, but the human behavior directly affects the tendency of design, for that human is the audience of it.Fourth, a specific city zone is the form and meaning of local space factors integration by structure interaction. Therefore, the urban space can be divided into three layers: the lower layer in the form of the region, the middle layer mainly based on the human living style and architectures that beyond the region form, and the upper layer that concerning the mental demands of human.Fifth, urban waterfront landscape contains abundant elements, but they can be generally divided into two expression vector, and the three layers' visionary, ecological and cultural functions can be improved by effective generalizing of the Linyi's regional culture with the designer's point of view. Thus the time character and sustainability of the previously summarized idea regarding urban waterfront landscape can be examined.
