In the face of energy per capita recoverable reserves is not abundant, building can be huge, under the serious situation of atmospheric pollution, is no doubt that the urgency of building energy efficiency. This paper through the literature reading at home and abroad for the development of building energy efficiency on the basis of the comparison and analysis, found that get the following three: one is for research in the field of building energy efficiency are mainly concentrated in the development of energy-saving insulation materials and building energy conservation technology research; Secondly, the external wall thermal insulation system is currently building palisade structure mainly adopts mode, is the important factors that affect building energy saving effect; Three is all kinds of building energy efficiency for the existing system, especially the effect of heat preservation and heat insulation of external wall thermal insulation system of comprehensive evaluation research is few. Hope can through research and analysis of this article, therefore, to establish a set of evaluation system of energy saving exterior insulation system, for exterior insulation system of type, choice of materials, providing a selection mechanism, can achieve both can save costs and maximum energy saving heat preservation effect.In this paper, we study for the scope of the administrative area of South Jiangsu, including Nanjing, Suzhou, Wuxi, Changzhou, Zhenjiang five city. The region is the typical climate in Yangtze river basin, belongs to the hot summer and cold winter area. Building energy conservation in the region has two requirements: one to improve building thermal environment when summer heat; Second, improve the adiabatic efficiency in low temperature in winter. According to the construction quality acceptance of building energy conservation engineering(GB50411-2007) in southern Jiangsu area, energy conservation division of palisade structure before acceptance of work field thermal performance test, based on the heat transfer coefficient of the measured values to determine judging outer wall energy conservation project quality and energy saving effect, therefore, in this paper, on the basis of the thermal performance test report to establish evaluation system.By participating in the construction energy conservation technology center of Jiangsu province, Jiangsu province living building hall of science and technology development center, Jiangsu provincial construction engineering quality supervision station of our province main exterior insulation system(material) and the main quality of external wall thermal insulation engineering investigations, area of South Jiangsu was determined by the suitability analysis of five kinds of main exterior insulation system. According to the results of the questionnaire, based on SPSS software technical indexes and economic indexes, construction indicators, environmental indicators 4 first-level indicators and 16 secondary indexes. For the five kinds of exterior insulation system 50 set of thermal performance test report for data normalization processing, using the theory of support vector machine(SVM) to establish evaluation model, using Matlab2013 software to write program running instance to verify the feasibility and reliability of evaluation model.The paper finally completed a set of five categories in the areas of southern main exterior insulation system of evaluation system, building energy saving effect evaluation model of the high precision are obtained. Although the evaluation system has some limitations, but hope for the future building energy efficiency design, select material, construction and other aspects to provide technical reference, to carry out national render our contribution to the sustainable development strategy.
