As the scientific research institute of spaceflight electronic technology research, its development posture becomes faster and faster recent years. Go with the development of technology strength, it constructs whole scientific research, production and experimentation system for space navigation and civil electronic products. Environmental test is a pivotal link in the production process. For further upgrading the scientific research and production ability, it needs to build an experimentation building in the second expansion project, for every environment experiment of all electronic products, and also upgrade experimentation ability, enhance production efficiency, give service to other company in experimentation and increase economic benefit at the same time.National scientific research enterprise's financing comes from national treasury department in a measure, comes from own in other side. Because of funds is very limited, so it is very necessary to control construction cost in building, reduce cost and save funds. In disbursing of scientific research construction, many enterprises often spend greatly and lose usual control. Someone has no realization of cost control, current situation of construction cost control is confused. So, use scientific cost control methods effectively, adopt effective measures to strengthen cost control in each side of this construction, and save construction funds, all these are extraordinary important for ensure propitious construction.On the basis of collecting construction cost control theoretic fully and combine the physical truth of this experimentation building, this thesis researches all sides cost control manage measure in construction, which fits this building. It will reduce construction cost and save expense on the premise of that it can guarantee construction quality and effect. It provides some references for similar construction cost control research in future through this article's analysis on combining environment experiment building construction cost control with usual project construction cost control.This article adopts literature method, theoretical analysis method, earned value method and questionnaire survey method. It uses basic theory of cost control, takes construction cost control of Yantai Institute of Electronic Technology's experiment building for example, proposes some new viewpoints according to its characteristics and construction cost system research. It analyzes the key points of construction cost control, realizes effective cost control, and proposes some measures and suggestions which can optimize cost control with pertinence.
