With the improvement of national economy and social development, the electricity demanding is increasing. At the same time, with the improvement of the public's awareness of environmental protection and the concern of environment issues and security problems of traditional fossil energy, new energy represented by wind power are more and more widely accepted. And the wind power in China has experienced a rapid developing period, wind power cumulative installed and added are both ranked among the top. Along with the rapid growth of the wind power installed capacity, the phenomenon that wind are abandoned are everywhere due to the lack of normative guidance for farm planning, and our country loss 20 billion kilowatt-hours of electricity which caused a direct economic loss of billions of dollars every year because of wind curtailment.Based on the above background, the research of grid planning including wind power is very necessary. The traditional grid planning is set accepting wind power as the goal, it considers only several extreme scenario of planning grid, but neglects giving attention to the characteristics of the wind, and waste a lot of costs. This paper studied the grid planning considering wind curtailment in-depth. And it analyses that how grid structure influence wind curtailment on the basis of formation reasons of wind curtailment which has been discussed in detail. On the above basis, this paper established a grid planning model considering wind curtailment. The model has been considered both wind curtailment constraint and economic operation of grid, it can be calculated under a given wind curtailment constraint to give the new line planning program and reflect the basic grid operation under the new grid plan.Then, the solving method based on GA for MIP is introduced. Simulation on IEEE 30-bus networks verified the model proposed in this paper, the line load and wind curtailment of every wind farm in each scenario were given, and made a detailed comparison of grid planning in different installed capacity. Compared with the traditional static planning approach, the proposed method in this paper, can consider the situation of wind curtailment at different stages in grid planning, which can reduce a lot of input costs, and the new grid planning more correspond to actual fact. At the end of this paper, some simulating calculation on A power grid used the grid planning considered wind curtailment constraints was made, and a method used correlation coefficient dealing with correlation of wind farm was proposed. Finally, planning scheme considering different constraints of A power grid with new line was obtained.
