Power grid enterprises have the role of resource optimization configuration platform. With the proportion of electricity consumption and the construction investment in power grid growing, these companies will occupy more important position in the national energy conservation work. Studies have shown that distribution network has the greatest potential for energy saving as the serious loss layer in all aspects of the power system. Therefore, analyzing energy-saving potential and establishing planning of distribution networks, with the differentiated analysis of energy-saving technologies, are of great significance for efficient energy conservation work to be carried out.By different technology acting on same network, the effect of energy conservation has differences, as well as by same technology acting on distribution network in different running conditions. So only taking careful analysis of the relationship among electrical equipments, grid structures and operating conditions can we grasp the correlations between energy loss and related factors. Thus it is established that energy saving technology measures consistent with the target of the energy loss reduction. Meanwhile, summing up overall energy saving potential analysis method make energy conservation more targeted. Meanwhile, the distribution network differentiated energy conservation is not only optimization problems of different energy saving technologies of single line, but also multi-objective programming problems of multiple lines in the distribution network, with considering economical efficiency and operating restricts. Only establishing rational planning model can we achieve significant guidance of energy saving from the systematic distribution network point of view.Firstly, the distribution network loss mechanisms are analyzed according to the electrical equipment and operation condition and then summarize the corresponding energy-saving techniques. On this basis, by collecting energy-saving index, the technical guideline is formed and the establishment of energy-saving analysis system is completed. Secondly, aiming at the problem that distribution network energy-saving potential researches are short of systemic-overall quantitative analysis, depending on the different operation data, typical lines energy-saving potential evaluation method is proposed with the help of forward and backward substitution flow calculation, while regional distribution networks energy-saving potential evaluation method is established by grey prediction method. And they will be applied to the analysis of energy saving potential analysis for different characteristics of distribution network. Then, aiming at the existing problem that energy-saving planning mostly focus on optimization of different energy saving technologies of single line and are short of economic and reliable planning analysis of systemic distribution networks, bi-level programming model for partitioned distribution network is established based on differentiated analysis of energy-saving technologies, with considering saving targets and cost constraints required by the power grid company, which achieve optimal selection of reconstructive planning and investment allocation. Finally, this paper builds a assistant analysis software platform of distribution network according to the functional requirements. And examples of the software illustrate the practicability of the saving potential assessment and planning work in systematic distribution network, with good engineering application value.
