Our country’s long history and splendid civilization offer us a great number of historical andcultural heritages. However, with the deepening of the reform of economic system and thecontinuing acceleration of urbanization, the contradiction between the conservation of historicaland cultural heritages and economic development becomes obvious. As a perfect media andexhibition of historical and cultural heritages, the famous historical and cultural towns andcommunities play an important role of their conservation, so it’s our era mission to conserve andprotect them.Taking the analysis method of case study, this article is based on the analysis of the conservationplanning and the management practice model of domestic and foreign historical and culturalheritages, absorbing the referential experience and inspirations. Combined with the currentsituation and the future development of the historical and cultural resources of the town ofYangliuqing in TianJin, it studies and analyzes the regulatory detailed planning and design resultsof the regulatory unit where the town’s historical and cultural protection scope is. It summariesthe problems of the stiffness of regulatory indicators and the lack of public regulation in planning,and proposes technical solutions. Furthermore, it researches and studies the creative method ofplanning system of urban design in planning, offering theoretical reference and experience of theconservation planning of historical and cultural towns and communities, and proposing newthoughts and methods of how to harmonize the conservation of historical and cultural towns andeconomic development.
