City is major settlement of human production and activity. The urbanenvironment is comfortable or not directly affect the sense of satisfaction ofresidents and future development of the city. Since1950s, the growing globalenvironmental pollution and ecological damage have caused ecological securityproblems be put on the agenda, and urban ecological security problems have startedto get much attention. In recent year, with rapidly development of urbanization, urban began to spread to the suburbs with a low density, nonsequential developmentmodel. Such uncontrolled expansion of urban scale not only invaded thesurrounding rural land, but also makes the urban ecosystem security is threat ed.Faced with these problems, by setting of urban spatial growth boundary(for shortUGBs), the Western countries effectively controlled urban sprawl, and protectedarable land and other important resources. Chinese cities are in a stage of rapiddevelopment, urban sprawl and ecological safety issues are equally important. However, current domestic research on UGBs, although partly related to contents ofecological security, it's still few quantitative research on integrated ecologicalsecurity elements into setting process of UGBs. Therefore, paper explores thegeneral applicability of UGBs about urban space growth control and ecologicalprotection in China, and quantitatively studys setting of UGBs based on ecologicalsecurity. Hoping it will provides reference basis for setting of UGBs in the future.By using literature research, first, the thesis studies the results of ecologicalsecurity and UGBs at home and abroad, summarizes and selects the methods ofecological security prediction and setting of UGBs by comparative analysis, andresearch the feasibility of ecological security and UGBs. Through anglicizing thepractical experience of the UGBs' setting at home and abroad, the paper summarizesthe characteristics and insufficient of the UGBs' setting. Second, the thesis analyzesthe evolution history of urban space growth and the future development direction inHarbin, and qualitatively analyses the influencing factors of setting of UGBs fromthe city natural conditions, social environment and economic development. Thepaper selects20indexes, such as population density, natural growth rate ofpopulation, and arable land per person and so on, which based on the PSR model ofecological security evaluation index system. In the same time, the paper establishesthe metabolic GM(1,1) model of the ecological security prediction, and predicts thecity construction land scale of the center of Harbin, and lays the groundwork forsetting of UGBs. Finally, according to the actual situation of Harbin, the papercomprehensive evaluates ecological suitability of land by the space analysis method of GIS, and then delineates the forbidden construction area, the limit constructionarea, fitness area and the built area based on the evaluation results. Thereby initiallysets up UGBs of Harbin, and gets the final shape of UGBs by modifying. Comparedwith the urban comprehensive planning of Harbin, setting range of UGBs in thepaper is smaller than its, and in line with the needs of sustainable development. Thus, through thesis research, I'm looking forward to provide a new idea for delineation ofUGBs so that achieve its twin goals to curb urban sprawl and protect ecolog icalsecurity.
