Study On The Countermeasure Of Safety Administration In Dengshahe Street Of Jinpu New Area

Since the reform and opening up policy,Dalian City has experienced rapid economic and social development,with its GDP growth always standing out in the forefront of Liaoning Province.With the great attention of the Party and the government at all levels,production safety accidents of Liaoning Province also have experienced the trend of continuously declining from the high position of the list.With the economic development and transformation,there have emerged many small-scale enterprises and individual proprietors at each town and street.Due to the increasingly standardized management and efficient supervision,safety production accidents of large-scale enterprises have been reduced year by year.However,with less regulation effort than the large-scale enterprises,in the the small-scale enterprises of towns and streets,safety accidents are still happening frequently.In the background of improved safe production year after year,the importance of supervision for the safety production of small-scale enterprises has become increasingly obvious.Therefore,research on the supervision for the safety production in towns and streets has big significance on improving the construction our country’s safety production supervision system and enhancing the supervision capability of grass-root safety production supervision institutes.Taking Dengshahe Street of Jinpu New District as an example,through categorizing and summarizing the current situation and related research on street safety production in China and combining the author’s experience in safety production in Denshahu Street for many years,this paper investigates the current situation of safety production supervision of Dengshahe Street by using questionnaire and interviews.The subjects for the questionnaire and interviews include the head and staff of the supervision station,security officers of enterprises,business persons in charge,and the related safety production staff of neighborhood streets.Based on the results of the questionnaire and interview,with reference to the duties of safety production institutes in the towns and streets of Dalian,the author summarizes the structures of the safety production institutes in the towns and streets of Dalian and the problems,and analyzes the causes.At last,the author comes up solution strategies accordingly from many aspects,including improving the laws and regulations and local rules and regulations,changing the ideas of the leading cadres of towns and streets,reforming structures of institutions to enrich relevant personnel and technical equipment,and introducing social forces and more concerted efforts.The author hopes that these strategies can be used to further improve the effectiveness of safety production supervision pf Dengshahe Street and provide some insights for the safety production supervision of other streets,and thus further reducing the safety production accidents in the towns and streets of our country.
