Study On City Air Pollution Prevention And Control Measures From The Social Ecological Perspective

Since 2013,more and more fog and haze events have been broken out,air pollution problems gradually into the public.air pollution is not only harm to body health,also brings certain negative influence to the development of society and economy,air pollution prevention and control has been urgent.In recent years,state and local governments continue to increase the intensity of air pollution control,from the formulation of laws and regulations to all kinds of atmospheric knowledge campaign,but the effect is little,the nature of air quality has not been improved.Therefore,it is imperative to improve the prevention and control of air pollution.Firstly,this paper defines the air pollution and points out the main source and harm of air pollution.At the same time,briefly introduce the development process of China city air pollution control measures,and the existing control measures are summarized into three aspects: formulating laws and regulations,adjusting the energy structure,and encouraging the development of environmental protection industry,then evaluate the implementation effect.Aim at the current situation of poor implementation of air pollution control measures,through investigation,it is concluded that there are three main problems in the current air pollution prevention and control measures in China,such as imperfect laws and regulations,imbalance of economic system,weak public ecological awareness.Based on the social ecosystem theory,the theory of sustainable development,the theory of cost and income,urther analysis shows that air pollution is an inevitable outcome of social development to a certain stage,in order to effectively control the air pollution,prevention and control measures cannot be divorced from the objective reality of social development,we must follow the general law of social development,the unity of opposites between the air pollution and economic development to walk out of the road of sustainable development with Chinese characteristics.In response to this conclusion,analysis of the main reasons for the prevention and control of air pollution in China including the imbalance between micro system and macro system,the conflict between ecological benefit and economic interest,not fully mobilizing the social system activity,lack of ecological civilization education.This paper is based on the specific reasons for the current air pollution control measures problems,combine with the advanced experience and successful cases of air pollution control at home and abroad,especially based on the status of China’s social development,propose a series of systems and measures for prevention and control of atmospheric pollution,such as sound air pollution prevention mechanism,perfect the rules and regulations of air pollution prevention,ennsure the effective implementation of the prevention and control work;realize the common development of ecology and economy,according to economic means,guide enterprises to consciously fulfill the duties of air pollution prevention and control,establish harmonious and unified sustainable development path between air pollution prevention and economic;establishment of public participation mechanism,perfect the education system of ecological civilization to improve public ecological consciousness.According to a series of top-down control measures,earnestly carry out every work to improve the air quality,build a good living environment for the public,promote the construction of resource-saving and environment-friendly city,do our efforts to achieve economic,social and environmental coordinated development.
