Large refinery project has long construction period,more investment,large scale,complicated process,involving many professional and risk factors,so the quality is influenced by many factors in the process of project construction.The construction process is divided into three stages: design,procurement and construction,each content of the stage are different,the emphasis point of the quality management is different,and each stage has different influence on the construction quality.After device commissioning,the mediums transported by pipeline of equipment are most of toxic and harmful,high temperature and high pressure,once the leak accident occurred,it will cause large fluctuations to the production,or evenlead to larger economic and social effects,so the quality management of large refinery project is the key of construction project.The paper take theYN 10 million tons refinery project for quality management example,use the quality management of construction enterprises in the construction of specific management as the basis,analysising the problem existing in the process of quality management with the theory of total quality management.Firstly,analysis YN 10 million tons refinery project quality management status,including the management responsibilities and authority of construction units,supervision units,the total package units,construction units and quality supervision units,to ensure the establishment of a complete quality management system;secondly,analyze the management current status of each phase from three aspects: design,procurement and construction by the application of quality management theory.,focusing on "man,machine,material,method,environment",.Finally,according to the actual management strategies and means,summed up the corresponding measures or methods of design,procurement and construction..The paper focuses on the quality management in construction stage,which has many affecting factors to the quality of the construction stage and difficult to control,most of the construction units are lack of management experience.By the analysis of the existing problems to find out the corresponding solution,and constantly optimize the implementation of quality management measures or methods in the process of the project,through the PDCA constantly improve the quality management level,finally complet the quality management and control of construction projects,to achieve the expected target of quality management for refinery construction: “safety,steady,long,full and excellent”.At the same time,provide the relevant quality management experience for similar project.
