Study Of Planning And Governance Of The Pollution Of Xiaoqing River In Zouping

Zouping country is in Shandong peninsula urban agglomeration and Jinan metropolitan planning.It is one of the 30 strong economy counties which are supported by Shandong provincial party committee and provincial government.Due to the economy and social development of Zouping,a large number of industrial wastewater and domestic sewage discharged into Xiaoqing river,and Xiaoqing river(Zouping segment)water situation was not optimistic.It was worse than V class water requirements,and the biodiversity was threatened.By analyzing Xiaoqing river pollution load and evaluating of the current situation,it derived that the contribution rate for industrial waste water were 67.05%,64.24%,62.06%,and domestic sewage contribution rate were 32.95%,35.76%,37.94% in Zouping county during 2011-2013.Although the proportion of domestic sewage was increased,the industrial waste water still accounted for a large proportion.Therefore,treating industrial waste water should be in a top priority.The textile,food,beverage,paper,chemicals,mining,coking and other industries were the main enterprises for waste water discharge in Zouping.In order to change the pollution status,the paper studied integrated pollution control measures for Xiaoqing river basin(Zouping segment).It was mainly from industrial pollution,agricultural pollution and urban planning to control water pollution and take measures.The total investment of industrial pollution remediation was 329,53 million,the total investment of agricultural pollution remediation was 942,453 million,and the total investment of urban planning was 1.0873 billion.By Comparing the current monitoring results,it was found that the water quality of Xiaoqing river(Zouping segment)has improved,due to taking the implementation control measures from 2013 to 2014.The indexes of COD and ammonia nitrogen were declined in Xiaoqing river,Xinghua river and Xiaofu river monitoring sections,which reached Ⅴclass water requirements in 2015.And the COD of the Xiaoqing river was 26.8mg/L,the COD of Xinghua river into Xiaoqing(Zouping segment)was 23.4mg/L,and the COD of Xiaofu river into Xiaoqing(Zouping segment)was 24.7mg/L,all of which reached classⅣwater quality standards.And ammonia concentration of each branch flowed into the Xiaoqing river(Zouping segment)were 0.627mg/L and 0.66mg/L,both of them reached the class Ⅲ water standards.The river has increased self-purification ability and the river ecosystem is gradually restored in the Xiaoqing river basin(Zouping segment).
