Studay On Comprehensive Evaluation Index System Of Emergency Management In New Coal Chemical Enterprises

Recently,with the rapid development of national economy,our government pays more and more attention to new coal chemical industries,and increases its investment.However,with the rapid development of new coal chemical industry,it brings a huge potential threat to social harmony and stability,and people’s lives and property.In order to prevent all kinds of accidents and minimize the accident loss effectively,the Emergency Management Comprehensive Assessment(EMCAS)of new coal chemical enterprises should be scientifically,rationally and systematically perfected.In this study,according to the basic theories of emergency management,combining production characteristics of new coal chemical enterprises,summing up many experience in emergency management evaluation and emergency rescue system of domestic and foreign new coal chemical enterprises,introducing the AHP and fuzzy mathematics into evaluation of emergency management in new coal chemical enterprise,established the Emergency Management Comprehensive Assessment System(EMCAS)of new coal chemical enterprise.First,on the basis of considering the emergency management basic elements,which is four phases including prevention,preparedness,response and recovery,and combined security features of new coal chemical enterprise,a scientific and rational comprehensive evaluation index system of emergency management in new coal chemical enterprises was established.Then the weight of each indexes were determined objectively according to AHP,and fuzzy comprehensive evaluation model for emergency management of new coal chemical enterprises is constructed.Finally,the established EMCAS of new coal chemical enterprise was used to evaluate the emergency management of a new coal chemical enterprise,some suggestions were proposed to enhance the emergency management through comparative analysis of evaluation results.The Emergency Management Comprehensive Assessment System(EMCAS)is practical,accurate and maneuverable.The final result showed that index system and fuzzy comprehensive evaluation model is feasible and should be popularized in new coal chemical enterprises.
