In recent years,China's environmental pollution problems have been continuously highlighted,and the government and people are paying close attention to them.On the 19 th report,the ecological environment has once again been referred to new heights,and the improvement of the environment is imminent.The environment has the nature of public goods.Therefore,the responsibility for governance of the environment falls on the government.The government controls pollution through tax constraints and fiscal expenditures.The expenditure mainly depends on direct investment in environmental protection expenditures.Environmental protection expenditures account for a relatively small part of China's fiscal expenditure,and have low efficiency.The effect of governance is not significant.The analysis of previous literature found that when scholars at home and abroad are investigating the relationship between environmental pollution and fiscal expenditure,they gradually focus their research on the scale of fiscal expenditure,fiscal expenditure structure,and environmental protection expenditure.The research on non-economic fiscal expenditure is relatively lacking.Non-economic fiscal expenditures are mainly beneficial to public welfare expenditures.Whether the increase in public welfare will have a higher demand for the environment.Exploring this relationship is of great significance to the treatment of environmental pollution.At the same time,after sorting out the structure of fiscal expenditures,it has been found that the proportion of non-economic fiscal expenditures as a percentage of fiscal expenditures has continuously increased.Therefore,clarifying the impact of non-economic fiscal expenditures on environmental pollution can respond to this trend as soon as possible.Dealing with environmental pollution emissions has practical significance.This article first elaborates the concept and internal influence mechanism of non-economic fiscal expenditure and environmental pollution,and divides the effects between the two into four parts,namely,substitution effect,scale economy effect,consumer preference effect and environmental control effect.Then a graphical analysis of the development history and the status quo of the two shows that the scale of non-economic fiscal expenditures is increasing,but the growth rate is not large.Environmental pollution indicators are represented by industrial "three wastes." Overall,industrial waste water discharges and industrial SO2 emissions are on a downward trend,and industrial solid waste emissions are on the rise.Next,in order to verify the total effects of the above four effects,this paper uses provincial panel data from 2007 to 2015 in China to use the per capita emission of three pollutants in industrial “three wastes” as an indicator of environmental pollution.Explore the impact of non-economic fiscal expenditures on environmental pollution,and on this basis put forward policy recommendations for improving the environment.This article draws the following conclusions through theoretical analysis and empirical results:(1)The increase of non-economic financial expenditure has an inhibitory effect on the industrial "three wastes" pollutants,of which the industrial solid wastes have the most inhibitory effect,that is to say that by increasing the ratio of non-economic fiscal expenditure to fiscal expenditure,environmental pollution can be effectively reduced.Pollution mainly refers to the pollution caused by industrial “three wastes”.(2)The level of fiscal expenditure and industrial structure have a significant impact on environmental pollution.The increase in fiscal expenditure can suppress environmental pollution.,but this suppression effect is far less than the non-economic financial expenditure.At the same time,the increase of the secondary industry will increase the pollution of the environment.Based on this,the paper finally put forward policy recommendations to improve the situation of environmental pollution.It is necessary to increase the proportion of non-economic fiscal expenditures,rationally allocate variousexpenditures,strengthen expenditure efficiency,and strengthen cooperation with various departments.We should also strengthen the construction of related supporting facilities.For example,we should include environmental governance in the performance appraisal,carry out cross-regional governance,deepen the reform of industrial structure,apply big data to environmental monitoring,and rationally divide the financial and administrative powers of the central and local governments.
