The Comprehensive Benefit Evaluation On Redeveloping Mining Derelict Land Into Green Space

The depletion of mineral resources lead to an increase in abandoned mines,which have triggered a series of society,economy and ecosystem environment problems,and seriously hindered the sustainable development of town.How to fulfill the ecological restoration and reconstruction,regenerating the economic value of derelictland,promoting economic recovery of resource-dependent cities,driving regional sustainable development,is a major issue for urgent solution.However the pose of national mine park provides a new way for it.And the mine park as a new form of the transformation about mining derelictland,how is it repair effect?If it has accomplished the sustainable development of mining derelictland?Thus,establishing a scientific evaluation system,evaluating the benefit of redeveloping the mining derelictland into a mine park,achieving the sustainable development of mining derelictland is particularly important.In that context,based on the characteristics of mining derelictland,the life cycle theory,restoration ecology theory,mining circular economy theory and sustainable development theory,the paper establishs a benefit evaluation indices system of redeveloping mining derelictland into mine park,selecting Fujian Mt.Zijin National Mine Park as a case to study the driving force of the the transformation and evaluate the benefit from social,economic and environment with fuzzy synthesis evaluation method.The results indicated that:(1)The project of Fujian Mt.Zijin National Mine Park is successful,its construction has significantly enhanced the overall efficiency of land,with dramatically improving the ecological and social benefit,whereas it is small increases in economic benefit.The reason of low economic efficiency is that not enough attention of the enterprise,the poor accessibility of scenic spot and the imperfect of tourism infrastructure and services.(2)In the ecological benefits,the construction of Fujian Mt.Zijin national mine park has a significant effect on restoring of biodiversity,improving the quality of landscape aesthetics,purifying air and conserving water,but it is not obvious to reduce soil heavy metal pollution and reduce soil erosion.In the economic benefit,it is low efficiency of every indicator,illustrating the tourism development of mining pake is still in the initial stage.In the social benefits,Fujian Mt.Zijin national mine park get obvious effect on improving the visibility of enterprises,protecting the mining heritage,improving the image of the mines,achieving the value of science education and the demonstration effect of the mines.However it plays little role in improving the public health and promoting the employment,and the management of tourist safety still remains to improve.(3)The transformation of mining derelictland to mine park is significantly benefit to ecology and social.And in the early stages of development,economic benefits will become the main factor restricting the comprehensive benefits.Finally,according to the conclusions of the above empirical research,the writer puts forward corresponding counter measures to Fujian Mt.Zijin National Mine Park from governmental,social and economic perspectives.The study is to offer decision-making foundation for the concerning governments about planning the projects of developing mining derelictland,providing helpful references in accelerating mine sustainable development.
