Currently,the issue of the global warming is increasingly important,from which the low carbon economy constituted by low energy consumption and pollution has been a catch word under the international attention.When conducting the low carbon economy,we must take the initiative to bear the responsibility of environmental protection,achieve the state purpose of saving energy and reducing consumption,reconstruct economic structure,increase energy efficiency,pay more attention to emerging industries,thus building a harmonious ecology.The Northeast old industrial base,built on a longer history and heavy industry,has largely contribute to China's rapid economic growth.Therefore,it is necessary to formulate the emission reduction plan suitable for the three northeastern provinces' reality and further realize its low carbon economy development,which can provide an important and scientific basis for realizing the 2030 emission reduction target.First,this passage introduced the research background and significance of regional energy consumption and carbon emission,collect the current research result at home and abroad.After the regional overview of the Northeast,we expound the data source and selection,as well as analyze energy consumption in the Northeast.For the energy consumption during the year 2000-2014,Liaoning province tops the first,HeilongJiang province takes as the second with the Jiling province ranks the last.The total volume of energy consumption in Liaoning is basically the sum of the two latter provinces.According to this,we have estimated and calculated the energy consumption and carbon emission volume for the three provinces in Northeast China during 2000 to 2014,the Northeast shows a rise in the carbon emission volume,while it declines since 2012.All those have indicated the low carbon and environmental protection exercise have started and produced a sound result since the Twelfth Five-Year Plan.And then,we discussed the trend of carbon emission and economic growth in the three northeastern provinces under the combination of Tapio decoupling theory and EKC curve.During 2000-2014,the Northeastern region shows severe decoupling,and a constant increase in carbon emission volume with the economic development.From 2014-2014,the decoupling coefficient in Northeast China is declining,and the decoupling develops to be sound,at the same time,the carbon emission volume decreases with economic growth.The relation between the economic rise and carbon emission in the Northeastern region fundamentally matches the EKC curve theory,but majorly affected by the policy implementation.Next,the factor analysis theory was used to analyze how the economic development level,the intensity of energy consumption,and the total population generate the various associations toward the energy carbon emissions in the three northeastern provinces.Looking through the whole history of the Northeastern region,Economic growth has been an important factor in stimulating carbon emissions in the Northeast.Although the energy structure and population have various effects on the provinces,the overall impact is not significant.The factor of intensity of energy consumption has been restraining the Northeast region as a whole,and this effect would continue to increase.Finally,the following recommendations are proposed according to this research result:(1)Improve the efficiency in energy use(2)Adjust the energy structure(3)carry out the ecological advantage(4)Implement policies to encourage carbon trading.
