Study On The Haze Governance And Regional Economic Structure Upgrade In Beijing

Currently,the haze weather has already become the hot issue of global concern,the haze weather exists not only in China,but also in other countries,such as India and Italy and more countries.In our country,in recent years,the haze weather occurred frequently,it impacts a wide range of our country,the haze weather does not only appear in the north of our country,but also appear in the south of our country,whether in the big cities or small cities,people always could see the haze.Beijing-Tianjin-Hebei is the most polluted region caused by haze in our country.Beijing is as the capital of our country,as the political and culture center in our country,and as an important windows for international communication in the world,confronting the serious pollution to the atmosphere,Beijing needs to take the urgent measures to solve the atmosphere pollution issue to improve its city image.Therefore,this paper chooses Beijing haze as the study object,through the analysis of the reasons and countermeasures of haze in Beijing to provide the reference of haze governance for Beijing and other regions of our country.The contributing factors of the haze not only contains the human factors including the emission of industrial coal,the emission of the vehicles,the dust caused by the construction industry,but also contains the natural climatic factors.This paper is based on the results of the sources apportionment of PM_2.5 in Beijing,which is released by the Beijing government.The results show that the main sources of PM_2.5 in Beijing are motor vehicles,coal,industrial production,dust.Meantime,in the process of special heavy pollution,the contribution of the regional transmission factor can reach more than50%.This paper tries to use Eview to make the regression analysis and concludes that it is feasible to govern haze by adjustment on the industrial structure and energy structure.On the aspect of industrial structure,this paper constructs a correlation model between the air pollutants emissions and the three major industrial value-added in Beijing.The conclusion is that the emission of air pollutants is related much to the output of the second industry and the third industry in Beijing,therefore,this paper proposes that the haze could be governed by adjusting industrial structure.Meanwhile,this paper also constructs the regression analysis between the air pollutants emissions and the value of energy consumption in Beijing,and found that,the air pollutants emissions are related to the energy consumption in Beijing,it concludes that the Beijing government could adjust the energy structure to reduce the air pollutants emissions to govern the haze.Finally,the thesis actively refers the experiences at home and abroad,and proposes the countermeasures and suggestions on the haze governance in Beijing.The countermeasures and suggestions including adjusting the industry structure and adjusting the energy structure aspects,from the view of the government,the countermeasures and suggestions are following:adopt the green tax policy,establish and generally use the emission trading policy to govern the haze.The countermeasures and suggestions from the enterprises are following:take their own social responsibility and consciously take the form of cleaner production.
